Yeah, I agree with Olsongo, you can probably salvage that skin on that drum. If you resoak it until it is pliable, but not completely coming off the flesh hoop, place it on the drum, pull the skin edges up all around, tie it up using the needle & thread method, and then put the rim on, you can probably get it so there is skin inside the rim all the way around. Then take a pair of long nosed pliers and pull the skin up all around, loosening the hooks, until you have the edge of the skin even all the way around inside the rim. The rim will be up higher than it was, but most people mount the rim too low anyway, and I would guess from your pictures that there is enough skin to have the rim mounted 1/4 to 1/2 inch below the top of the drum, which is fine. I think this all would be easier than trying to remount the skin on a different flesh hoop on a smaller drum. Don't give up yet. You probably won't need to cut any more skin off, try to pull it up evenly all around with the long nosed pliers. Also, you won't be able to judge the sound until the skin is properly mounted, completely dried, and can be tuned up evenly all around. Give it at least a week to dry thoroughly in the area where the skin is doubled over, before you crank it up to normal pitch.
