Oil (as in the natural oil in the skin) is not water soluble, so I have a difficulty believing the time one usually soaks a skin for mounting removes a LOT of natural oil from skin.
The process by which oil would be removed would be called "leeching", whereby the oil (in the skin) would be slowly drained away (not dissolved) in the presence of another liquid (the skin softening water soak).
I think you would have to soak skin for a LONG time for natural oils to leech away.
If natural oils leech away, they should be present, and observable, as an oily sheen on surface of water used to soak skin.
I've soaked a number of skins and never observed oily sheen on soak water.

The moment you've mounted the skin on your instrument you need to be patient, as I have been in making it. You need to treat it nice as-a-baby
