Just discovered a little on this guy. The hardware looks like the Mexican design, but he is from El Salvador and currently making drums in Vermont.

BNB yes they are weird, what is that hardware?
I seem to think it is used also as something else, I happen to have a piece.

The hardware looks really lame IMO. I wonder if you can really tune the congas. If the threaded portion of the lug was longer it might be a better design. Not that I could do better. It just doesn't appear to be able to be "tunable" to any extent after getting the skin mounted.
Pandieros, and tamborimes have that "type" of lug.
