Wth all due respect, No way, not ony is the shape of this drum not JCR, which is typically larger in the belly, but the hardware is defenetly not JCR, see attached pictures of JCR's.

Jay's shop used to be in Brooklyn, Cali's JCR shop is in the Bronx. This drum is certainly an SOS not a JCR.

I think it is flat sawn Oak as well,but Jay thought the 4 bands would mean it is Ash.I will wait until he see's the pictures.
