I do not know what you mean by stronger but IMHO finishes like shellac, lacquer, varnish, paint etc will not change the tone/sound of a drum.
Fiberglass and epoxy probably a different story.

I am refinishing an old Mexican beater from the 60's and was wondering, does putting poly or paint or other materials on the outside surface of a drum effect the sound?

Do not worry about it finish your drum, you got to protect the wood.

Possibly a poor choice of words on my part, but I wouldn't think about coating the inside of the drum with "epoxy" now that I've experienced the sound with my Fats! The ringing is just a bit much, even when playing on a carpeted floor.

My workhorses are a set of old LP Congas with a finished interior,
and the shells were ringy until I installed a dampener that I bought
from Congalou. Then I made another one myself :-)

Those foam disks do the trick very well,
and a strong magnet keeps the construction
in place on the backing plate.
