That looks like an old Gon Bops conga. Good price, too.

That's what I thought too but the in-bedded steel band threw me
off. The steel bands seems to be real long steel hose clamps.
Who know perhaps the drum was modified to accept the
clamps and is a Gon Bops after all, but then again it could
that the hardware is Gon Bops and the shell off-brand. Also
the way the head was tucked is outstanding the head is
seating on the drum almost perfectly too bad that is ripped
and the drum sports that Cuban Vergara shape. Regardless a
very unique drum.
